Abstract

This study aims to describe the implementation of non-cognitive aspects of evaluation in Citizenship Education (PKn) learning in elementary schools and to identify obstacles faced by teachers in implementing the Independent Curriculum. The study used a qualitative approach with interviews with PKn teachers. The results showed that teachers had planned attitude assessments by incorporating assessment rubrics and Pancasila values ​​into the Lesson Implementation Plan (RPP). The preparation of learning objectives was adjusted to shape students' independent, cooperative, and tolerant character. Various learning methods were used to instill Pancasila values, such as discussion methods, role-playing, and projects related to everyday life. Observations, rubrics, and self-assessments were conducted to evaluate attitudes and character based on the Pancasila Student Profile. Teachers faced various obstacles, including difficulties in assessing attitudes that are not directly visible, a tendency towards assessment, and a lack of time to conduct comprehensive observations. The results of the study show that non-cognitive aspects have been implemented systematically and are relevant to learning activities, but their implementation still requires strengthening in assessment and collaboration between teachers and parents so that student character assessment is more meaningful.
